    לגבי framework אני לא יודע אבל אני דיי בטוח שבכל שפה אפשר לבנות ממשקים כאלה.

    אם הייתי צריך לבנות ממשק כזה היום סביר להניח שהייתי בוחר ב javafx. ופשוט עושה את כל העיצוב בcss.
