    כנס ללוח בקרה -> ADMINISTRATIVE TOOLS -> SERVICES.

    תוודא שה WINDOWS INSTALLER פועל.

    אם לא עוזר תריץ חיפוש בגוגל REINSTALL WINDOWS INSTALLER או משהו כזה, אני זוכר במצאתי את זה פעם להורדה.
