i need help with languages and windows it dont let me switch languages

dunno why

but i have anew computer

and once in a while [its starting fine and its not passing untill iam restarting the computer] .:A

i can switch between hebrew and english

in some softwares its stuck on english like the IE

and some on hebrew like the mirc

in some softwares its working fine

dunno what to do
