error when trying to add hebrew language.. help plz

hello,

I formated my pc yes.

I go to control panel, "regional and language options", advanced. i check all the hebrew box, but when i try to change the language at the top of the box.. it doesn't let me change the english to hebrew and writes: "setup was unable to install the chosen local. please contact your system administrator"..

any ideas?
