Massive FPS drops in CS1.5

Every time I play CS1.5 I have sudden massive FPS drops:

10 seconds with 85FPS+- and then 10FPS+- for 2 seconds. Its not a long period but it is enough to piss me since I always get killed in that 2 seconds period.

please help me!

Its not VSync related since I deactivated VSync and I still have that problem.

I played CS on my bro's comp about 8 months ago and it didnt have that problem.

I am playing on my bro's computer because i got that f***ing sasser virus on my comp.

    i defragged the hard drive, ticked off all the V's from the "startup" menu in msconfig (except important things that windows needs to run), downloaded the latest drivers. I dont have any viruses on this comp.

    please help me im desperate.
