Ping Problem + cs

hey, im using winxp for some time now

i tried format it like 20 times, didnt help

i did use the guides for better stablity, didnt help. i tried without them, didnt as well, just took me more ram usage.

now, i tried switch isp from netvision to internet zahav, im using 750k adsl.

i got 70-90 ping at all il servers, sometimes goes down to 65 but nothing special.. i did updated all my drivers, they are all up to date (gfx, sound card, i even tried lan card drivers too)

i tried switch cfgs, use my own one and the default cs one, no effect.

i got winxp sp1, i did all the neccesery updates from microsoft.com..

if you got any idea, what can be the prob... please im willing to try it all just to fix this damn ping.

im downloading max speed (90-96k) so i guess its not bezeq / isp prob.

???
