Hebrew found on location, but not on keyboard

Hey guys

After format to SP3

a strange problem occurred

i am able to select location and default language as Hebrew,

but in the keyboard presets, Hebrew is not found

therefore cant be added as a typing language,

i googled for answers but found nothing...

thx everyone!
