I'm in Romania right now living as a guest in a friend's home and I want to fix his computer,, reinstall windows first

his cdrom is not working, there is a "!" sign in the device manager and when i try to boot from windows cd it doesnt recognize a cd is in.

in the device manager it says "This device cannot start. (Code 10)"

can I fix the cdrom some how ?

can i install windows from somewhere else?
