Your Contacts List and Message History are all contained in your ICQ Database folder located in your ICQ Directory. Unless you specified otherwise during the installation procedure, the Directory can be found here: C:\Program Files\ICQ\200Xx [Where X & x is the number and letter of your particular version]

To back-up your Contacts List simply make a copy of the Database folder that is specific to the version of ICQ you are using and place it somewhere other than the ICQ directory OR backup to disk.
