לפי החשד היו זיופים במספר התלמידים בפועל בהיקפים גדולים (כל תלמיד=עוד הקצבה לכולל)

וחלק מהכוללים היו רק על הניר ונרשמו כתובות של בתי כנסת וכוללים אחרים שיראה אמין

כמו כן יש חשדות לזיוף תעודות זהות
