i dont know why but my ability to write in hebrew has vanished

i removed some things and changed some settings on Control Panel\Administrative Tools

and now i dont have that little English/hebrew switch icon on the taskbar

could someone link me to the download that i need so i could re install hebrew

i dont want hebrew as the GUI i have all the menus in english i just want the ability to write in hebrew on forums and such
