Do you mean the Internet Explorer Hebrew fonts intallation or the Right-to-Left languages in the Regional and Language Options?

If you didn't install the Right-to-Left languages in the Regional and Language Options, then all you have to do is go to the

Control Panel --> Date, Time, Language and Regional Options --> Regional and Language Options --> Languages --> Install files for complex script and right-to-left languages -->apply

Then go to Regional Options and Choose Hebrew and Israel.

Edit :

Go to the link - you can find there pictures.
