i installed a windows xp lite that i created but i didnt create a heb keyboard

even when i installed a mui for hebrew i can see hebrew but i cant write in hebrrew

i went to regional and......to change it but i have two options that is the same

eng-us =to write in english or (and when i press alt and shift) i can choose heb-us

means that i can only write in english on the two options because they are actually the same

is there any install i can make or do i have to make a new version of the xp

(and i try to install all unicode hebrew languages) thanks to anyone who help
