i don't know any other stores in your area - but i'm pretty sure you can get better prices

you can easily take the 4850e and save ~50 nis

and you can get a 22" lcd display from ksp at this price

i don't know if you need the pvr, if you don't it release some pressure form the budget

note: this suggestion does not include assembling and peripherals

edit:

with some extra budget i would suggest a second small hard drive and a bigger main hard drive

but first we need to see what you feel about the pvr and perhaps find a cheaper shop

dropping the pvr bring you directly to your desired price limits

hd: 500g is perhaps 50 nis more expensive than 320g - so stick to the 500

2g ram is more then enough for your usage running with xp/linux

perhaps for vista 4g will benefit something from this upgrade? don't know

if silence is an issue, we can add a silent 120 fan, the stock fans are pretty noisy

and we can replace the stock cpu HS, though i don't know how silent the 5050e fan is and if it needs replacement in the first place

i use an AMD 5000+ with a zalman 7500alcu and it's silent enough for my standards

כן אני חושב שגם אני אשאר עם ה-500 אחרי שבדקתי את המחיר

בקשר ל-HS אני חושב שמה שבא עם הסטוק יספק אותי אבל כן אפשר להחליף את המאורר ב-120

וכן אני מעדיף 4GB לכול מקרה כי רוב הסיכויים שהמחשב הזה ירוץ עם VISTA

case:

since it's an HTPC i highly recommend the antec 2480

the case already comes with two 120mm fans, for optimal HTPC usage with low power cpu and no peripherals you can certainly use just one silent fan and gain a very quiet system.

AMD/intel?

before checking which processor gives a good fight to the amd 5050e/5000+ i would suggest you ask yourself which brand have better mobo's (mother boards)

the AMD mobo's based on the 780g chipset give much more bang for buck

the new nvidia 9300 based mobo's can give a fight, but like anything, they have pros and cons

i don't know when cheaper mobo's will arrive but until then the value for money is screaming AMD

and if you are thinking about AMD go for the xx50e series (4850e, 5050e)

monitor:

a decent 22" will cost ~800-1000 nis

a friend of mine got a Samsung 2253 for 900 nis in some bidding auction

i don't know how much a decent 24" will cost, and if you can fit into your 3000 nis budget but it is an option worth considering

ההבדל בביצועים זניח, אבל ה5050 צורך 30% פחות הספק, ולכן יהיה יותר קריר, שקט וחסכוני בחשמל.
