Whenever I try to do it via the control panel it claims

"setup was unable to install the chosen locale. p;ease contact your system administrator"

I have an XP CD (even in hebrew) but i dont know any other way to add Hebrew..

you have a few options

1 . to install the full hebrew version (least preferred by me )

2. re-install windows )if vista you better install corporate/enterprise or ultimate if you want hebrew menus

from the looks of the screen you gave in your thread it seems that maybe you don't have the admin rights for some reason to be able to change or add any fonts and support ?

is this some kind of a modded version of windows ?

I do not want the menus to be in Hebrew.

I just want to OS to be able to write in Hebrew...

It's some kind of a lite XP version, modified by nlite.

try to go to language-> details and add hebrew there

I tried to add a language in the menu you screenshoted and it asked me for a disk.
