can't write in hebrew in heb win xp

hi,

i'm writing from a friend's computer that cannot write hebrew although it's and hebrew version of win xp (the interface itself and everthing around it is in hebrew).

on the system tray there is no language bar and when i try to add it by pressing right click and toolbars he doesn't exist there either.

i've checked in regional settings if hebrew is installed as secondary language and it is.

i even checked the mark which says add a shortcut to language bar and it's still aint there, what should i do?
