Now what?

Hello,

Thank you for writing to Customer Service regarding custom duty and VAT charges encountered while buying the item. I'm happy to explain more about these fees.

I don't see any seller activity on your account, so I would assume you are emailing about the custom duty for the item you bought and taxes you have to pay in your country.

First of all, most seller items on are viewable globally. That means most buyers in other countries will have access to them, considering they add shipping preferences on their item and account.

On the handling charges, it is always should be included in the shipping cost you pay the seller. Sellers are not allowed to charge you a shipping fee, and then a separate Handling Fee. Shipping and handling charges are invoiced into one, and can include: Packaging material costs, Insurance, Added services from carrier (such as Signature Confirmation), Actual shipping as charged by the carrier, and lastly a small fee for the time spent packaging and preparing the item for shipment (a.k.a. handling). But this will never include the custom fee or tax. Since this is way out of the seller’s control.

Customs duty is charged by a government on each item imported into the buyer’s country. You can always check with your local customs office to see what they charge. Neither the seller nor has any control over these taxes, so they must be paid for any items bought internationally- and of course, the buyer’s expense. If sellers list items on the US site and ship from abroad they are required to specify shipping using either one of the branded carrier services offered on the site or using the generic “from outside U.S.” service names. The generic service names have longer estimated delivery times — this is to help account for extra time involved in shipping from outside the US.

For international shipments, it's the buyer's responsibility to pay any customs or duty fees associated with international shipping. And the seller is not really required to put in the tax amount you need to pay, since it is not the seller's charge, it's your country's custom charge. But sellers can always remind buyers about these fees, in case you are unaware.

As a best practice, seller should always confirm the shipping method with buyers. When shipping a package to another country, they'll need to fill out a Customs Declaration form. Customs forms help officials in different countries understand the contents of the package, and its value and purpose. These forms are attached to the outside of the package so they can be easily examined by customs officials.

If you need to know the limit on your purchase to see if you are liable for a custom charge, here are some details:

Import duty and taxes are due when importing goods into a country whether by a private individual or a commercial entity. The valuation method is CIF (Cost, Insurance and Freight), which means that the import duty and taxes payable are calculated on the complete shipping value, which includes the cost of the imported goods, the cost of freight, and the cost of insurance. In addition to duty, imports are subject to sales tax, additional fee, excise, municipal tax, and tariff surcharge. Duty rates may vary from 0% to 11%, some can go even as high as 45%! Some products can be imported free of duty (e.g. books, laptops and other electronic products). So please contact your local Customs about these charges.

I see that you are one of our new buying members and would appreciate your interest in buying here in eBay . I would like to personally welcome you to the eBay community!

I hope I've explained the details clearly. Thanks again for writing to eBay. Thank you for your continued loyalty and business. We truly appreciate you as one of our valued customers.
